True, It only works at PP POPS-00001, unless you modify the launch path at offset 3B90 of EXECUTE ELF Replace PP POPS-00001 with the name of your new partition. You can also write longer partition names.
PS, I made a edit of the HDD-OSD that have POPS Emu as a boot-able icon, Named 48-Bit HDD OSD 1.10 and Preinstalled Applications at TheISOZone
Sure its not hard at all, as you just add 1mb of data to the start of your game... if you use a Region free Bios from using the POPS Bios from the PSP's FW 6.60 copy of POPS. (No need to change Game Licence Area to Japan!)
