i go into ulaunchelf
i press select to "configure"
go down to disc control. turn it on.
ok perhaps this was my first mistake... you cant just sit at the config screen with the disc control turned on. you then have to EXIT the configure menu for the option to take.
ok now we're cooking with butter 
so now it says at the top PS2 DVD and has stopped spinning. now i swap in the backup... now where do i go from here to boot the backup?
"insert a original disc it'll then stop the disc after it's been recognised from there you can swap it with your backup, then navigate to the PS2Disc option to run the disc."
where do i find this option.

Press circle to enter MISC/FileBrowser scroll down to MISC press circle then down to PS2Disc press circle.

ok here goes nothing...
gall dangit! now the disk wont stop spinning. says Stop Disk == PS2 DVD at the top. disk just keeps on spinning. disk control is on. it recognizes the original ps2 disk. but is not stopping.
the disk stopped the first time when i finally got it right but then i didn't know where to find the PS2disk option...
so i hit reset and did it all over again. disk control is still on. i put the original in. it recognizes. and now the bastard wont stop.
i'd be just about ripping my hair out now if it was more than half an inch long.
THERE WE GO!!! seems like sometimes it stops sometimes it doesn't kindof a deal.
ok but the backup doest work.
i wonder if its because of the TOC thing?
does it matter if the original i use is a dvd9 game (gt4) ?

Sounds to me like it's resetting the Disc Control option back to the default position of off, did you save the config file after making the change? by confirming with "OK" to save or Cancel / Exit? if you did the later it'll reset back everytime you reset your PS2.
No it shouldn't matter if it's a DVD-9 title infact their better to use since there the biggest games but I think you have to use the same disc types cd for cd, dvd for dvd.
Other than that I don't know could possibly be a problem with your drive or your original disc is scratched or dirty and it's struggling to read it.
