you mean like the background of HDL or OPL ? or any elf if that is then i think you should use ps2sdk or something similar .

OPL and FMCB splash image.

for OPL its just a skin you can get them or you can make your own and use it .

and for FMCB you cannot since its a closed project and some ppl made for profit money .
