Can I use the modchip burning format, rather than no-mod, and will LaunchELF still load the disc even if crappy Swap Magic won't?
I wanna use long file names for my ROMs, and I heard CDGenPS2 creates images with 8.3 filenames...

the ps2 will only boot 8.3 filenames, but once you have run launchelf, it can use long filenames.
what you should do is -
burn CD-1 with 8.3 filenames. include LaunchELF to run as per SYSTEM.CNF
burn CD-2 with long filenames. include all your roms/pgen on this disc.
Boot swapmagic, then swap for CD1.
when CD1 loads, swap again For CD-2. then read the CD.
a quicker alternative if you dont have a > v12 would be to use the PSX expoloit.
