My DuoSE can't run DEV1/DEV2 so is there any way to launch it UlaunchElf or any other homebrew from the memory card?

Launching programs from MC at bootup is what we call Dev1.
So asking for this to happen automagically with a chip that doesn't support it is absurd.
It's like wanting to drive a car without using any vehicle...

The closest you can get, with such a chip, is to boot a disc which starts the program you want by loading it from MC. This can even be done on systems without a mod-chip, by using the 'exploit' (on old PS2s) or the commercial Swap Magic discs.

For you, having a mod-chip, this may seem superfluous, as you may as well boot the ELF you want from a CD-R instead. But there is still an advantage in having a disc that loads an ELF from MC, as you can then replace that ELF whenever you want to, without having to burn a new CD-R each time. (Very useful for software that is frequently upgraded.)

So to launch HDDLoader from the memory card I would still need to boot some type of ELF loader/booter from a disk?..Some I'm guessing thats what ULaunchElf does.
