I am probably wrong but the certificate I believe has your PSN Username and Password. So I don't think anyone would want that floating around.

Well if that's true, why not just edit that out so we replace with our own? Don't flame at me, I'm just wondering.

because they are unique to each console and its fraudulent. using homebrew and playing backups is legal, this however is not.

you get caught, you will get your console banned and could face the courts if sony wants an easy win.

Wow, it's because the certification is based around your IP address and when you sign it, it will only accept your address along with your custom certification as legit. The PS3 will think you are a legit certified user and will try to send your firmware version to the sony authentication servers which is why you have to change the values from 3.55 to 3.56 before the packets are sent out.

Edit: Even if someone did upload a custom certification, you would still be required to do all the other steps as in using dnsmasq and charles program to edit and relay the packets correctly.

Finally a sensible question - the answer is that it shouldn't matter, though you probably want to replace one of the higher ones as the lower ones are Sony, and if you're using a proxy that only replaces some of the sony servers you'll still need the rest. The higher ones (certainly 34/35/36) are internet authority certs like usertrust, verisign etc.
