This might be a old error for some and other might just becoming on it now, but i just did a data transfer from a ylod(fixed) ps3 to a new one and ended up with this problem. I just wanted to give an easier fix then backing up you files and formatting you hard drive.

    1. Create a new user account(on ps3 not psn)
    2. Download Blackbox Ftp 1.2
    3.Using blackbox go to hdd0/home/0000000X
4.Rename the profile that is having the error to /0000000Y (Y being any number other than the two profiles there)
    5.Turn off ps3
6.Enter the ps3 recovery menu and Rebuild the database
    7.Activate game for the account
8.Login your spare user account you created earlier
9.Enter blackbox ftp and go to /hdd0/home/ (you will notice that there are now 3 accounts 0000000X(rebuilt database account),0000000Y(original renamed account with your files),000000Z(the spare account)
10.In the original account copy the file act.dat to you pc from hdd0/home/0000000X/exdata
11.Delete hdd0/home/0000000X (make sure its the 0000000X not 0000000Y as Y has your save files and trophies)
    12.Copy act.dat to hdd0/home/0000000Y/exdata
13.Rename hdd0/home/0000000Y to hdd0/home/0000000X(same name as the one you just deleted)
14.Rebuild database again using recovery menu
    15.Delete the spare account
    16.Enjoy reactivated ps3

Note:If your console is already reading as activated just deactivate and reactivate using this method.

And before anyone asks this is for activating the console not a game installed from a downloaded source.

Are you online with PSN when activating/deactivating the console?

    Hi, thanks for your solution.
Didn't work thought, but it inspired me into finding a solution to copy those protected save and download my purchases
Synced trophies, copied savedata folder from old renamed profile to new rebuilt; then rebuild database again.

I am trying to download a file from psn but I get the error as well. So let me get this straight.
    1. I rename my original folder.
    2. Rebuild System.
    3. I believe at this point there should be a new folder. So I copy my original folder contents into the new folder.
    4. Rebuild System again.
    5. I should be able to log in and download without error.
    Is that correct?

To sum up yes. But well, in my case i just copied the savedata folder.
Before your step 3, try logging on PSN and download stuff... Should work. If it does not, then you have another problem.
