AFAIK PS3 sends the pushlist out at periodic intervals, not only at boot time.
Besides, it's safer to just have the pushlists completely empty and read-only than to just hope your PS3 doesn't send the list out.
Also, there are better ways of making keeping Internet access while preventing PS3 from contacting Sony servers, like for example using your PC as a proxy and blocking connections auth.np.ac.playstation.net and f*01.ps3.update.playstation.net, or if your router has filtering capabilities then set it to block connections to Sony servers. Much more reliable.
