someone else has this theory but they arent too forthcoming with information if you google ' Done!!!! Any psx game on ps3!!! ' you can see the thread i'm referring to
If the theory is true you need to buy a PSN game to begin with (so you get the right to launch it). However NTAuthority has said there is a free (trial) PS1 Classic on the Japanese PS store.

maybe sum of the 3.55 guys with psn access can help us along then! im still on 3.41
edit: wil the pkg install tho? if so the file structure would be on the system and maybe sum editing we cud find the string were it tries to call home and disable it
Well you can only activate it if the game has been bought with that PSN account.
EBOOT.PBP signing is what is standing in our way.
Can't someone who bought a PS1 game, check out the installed files on his HDD and compare it with the extracted PKG and see what the differences are?
i have ff7 psn and psp versions but cant find a non bugged pbp tool to extract and create a new pbp with the psp version to see what happens
