Why no Mafia 2 mods?

IMO Mafia 2 is the best open world game that there is i just dont get why i have never seen any mods for this game.

Best answer - because you haven't made one. it takes a lot of time and energy just learning how a specific game functions and a safe way to edit it. A lot of games have built in checks to prevent modifications
