i decided to write it here to let everybody know how to mod it , and this is my first post in this site ever
This method works for both GOLD and normal ..
and now lets start !!
~ Model swap tutorial ~
first of all .. backup your re5 game on your hdd ... then wen re5 installed your game data or its already installed ... go to hdd0/game/ via multiman or ftp ... and find your re5 gamedata folder .. you should know the id or name of he folder by looking on your disc cover or the backed up game on your hdd in GAMES folder .. or just open every folder until you see the re5 gamedata icon .. like icon0 << i just said that if you have trouble finding your gamedata folder lol or in case if you dont know your id and you have the US version its BLUS30491
then after you found it go to\PS3_GAME\USRDIR\nativePS3 and delete image folder ..
now you are going to mod the backed up game files (cuz the gamedata files cant be modded) ... and the game will be using the backed up game files while we deleted the unmoddable files from the gamedata folder (the whole image folder , means it wont read the gamedata image folder << which arent moddable )
now go to hdd0/Games and your re5 game folder (the backup) and open usrdir >> image >> archive << all models and places and players are here ...
just get a hex editor on your pc copy the character you wanna replace with and the original character which is wanna be replaced ... (im going to use upl07rebbecanormal.arc and upl01shebanormal.arc ) and open shevas arc and rebbecas in a hex editor ... in sheva you will see many lines say pl01
but in rebbeca its pl1d
now change every pl1d to pl01 , even those model/pl things , but dont change the ones which has texture names like These lines that end with : MM, MN, BM, HQ (Note that textures are only in the begining of the arc file and the last texture should have or end with HQ ...
also change the emo_vo_1d_r (which is sound id that calls the sound of the char) To emo_vo_01_s
its easy just make the directories match shevas .. soo when the game looks inside the arc , find the files needed and loads them ..
after you done all of that replace rebbecas arc with shevas .. and horraayy !! your done !
NOTE : that enemies swap isnt a file swap (arc swap) or model swap ...
its about to make the file loads a enemie with all its futures ... animation attack type sounds model and everything ...
but character swap is about swaping files but swaping files normally wont work , cuz the game looks inside the arc name UPL01SHEBANORMAL for example and looks for the original sheva directories, but when swaped with rebbeca as an example she wont find them cuz rebbecas directory names are diffrent but when hex editing them to match shevas arc it will work fine ,
also for those who are confused or wondering why we wont rename texture directories to match shevas .. is because the game looks for the model .. then the model looks for its textures ... the game dosent look for the textures ... but looks for other things based on shevas directories ...
i hope every one uderstands how to mod now and i hope my tutorial wasent confusing

This sounds awesome. I saw an earlier discussion you guys had of this on your RE4 and RE5 forum, but it seems like this has come pretty far since then. I'll definitely give this a shot today.

yeah we are also looking for someone to edit the pc re5 arc tool to make it work with ps3 ARC's soo modding gonna be easier we could even be abble to reskin ..
Okay, so I just tried to give this a shot, but it didn't quite work for me. I've never used a hex editor in my life until today, but I went ahead and installed ghex (I use linux). So maybe some of my problems relate to my inexperience with hex editing. I tried to just do your example of swapping rebecca for sheva.
1. Am I right in saying that the pl string we're looking for with Rebecca is pl1d, not pl07 or pl17 (you say both in your post--maybe that's a typo?)? I didn't find pl07 or pl17 when I used ghex's search feature, but from browsing through the code, I did see pl1d show up a ton, so I assume that's the actual string of letters and numbers we're looking for in this example. pl1d also seemed to show up frequently in longer strings similar to those I was seeing in Sheva's arc file for pl01.
2. I used my best judgment to change the correct pl1d strings to pl01 but maybe I changed too many. I avoided strings that had letters like MM, MN, BM, HQ--basically any set of two capital letters like that--but are there others? And I'm not sure which strings have the texture names. Maybe this should be obvious, but nothing I saw really stuck out to me. Are you able to give examples or do you know specifically what strings are texture strings (so we can just avoid them)?
3. When deleting the images folder inside the gamedata folder, should we delete the sound folder, too? At first I just deleted the image folder per your instructions, but when that didn't work, I also tried deleting the sound folder. It still didn't work, but I know when editing Rebecca's arc file, some of the pl1d strings seemed to relate to sounds. That's what makes me wonder about that sound folder.
I've swapped the shevanormal arc file with the modded Rebecca arc, but when I boot the game, I get the ps move instructions at the beginning (like normal) but then it goes to a "now loading" screen and just stays there.

PS: I'm wondering why the arc files for sheva refer to her as sheba. Irrelevant, but still odd.
Okay, thanks a ton for the help. This is good. I'll take another look at everything when I get home a little later and see what I can do.

For an experiment, I just tried putting the original, unmodded shebanormal.arc file back in archive folder to see if the problem was related to something other than the modded arc file, and I ended up still having the same problem. Side note: you didn't mention nativePS3 in your directions, but this is actually the only folder I find when I go into USDIR, for whatever reason.
Just to cover my bases, I next deleted all game data for re5 through the game data utility on XMB and then booted the game and had it reinstall the data to the hdd. So I was starting over from scratch, in other words. The game worked okay after this, so then I deleted the image folder in the game data again, but like before, I got stuck at the "now loading" screen when I tried to play!
Another question that's come up: in the rebeccanormal.arc file, there are actually a couple of lines that include two capital letters. For example, right after the strings:
^ppawn\pl\pl1d\model\pl1dDetail_DM_HQ and (..pawn\pl\pl1d\model\pl1dkata_DM_HQ
the next string is (.Wpawn\pl\pl1d\model\pl1d_10_BM
There's actually 10 strings after the second HQ string that end with two capital letters, like MM and NM. Should these be edited to pl01 or left alone? I'm assuming they should be edited, but just want to check.

Cool, thanks man. I was just about to ask if I could see your modded rebecca arc file so I could compare it to what I've done. But it may be the case that the arc file is fine and that there's just something about deleting the images folder under game data that's the problem, since I have the problem even if I don't mod any of the arc files in the GAMES folder. I'm not too tech savvy, so I'm not sure what the explanation for that is since deleting the image folder in game doesn't cause a problem for you guys.

replace her with sheba normal ... and make sure that sheva dosent have armor equiped or that will load shebaarmor instead ....
and i also dont see any problems by using cheat pkg ... i already did to get all versus chracters ... but since online isnt availble now ... i never enjoyed versus , hope for a new CFW anytime soon ...
