PS3 Cheat Enabler?

I am just wondering if someone could tell me a little more ab the cheat enabler I read what little it had ab it but im wondering first is it simple or hard or what to make your own cheats, are there alot of games with cheats or just a few, and does the region matter with the codes too? Thanks

i dont know but ive been trying to work on an eternal sonata cheat but no success at all
