Mod game true blue ?

Just a quick question : it's possible to mod a game that works with the true blue? Because we have a lot of good game with true blue, like bleach, skyrim, saint seiya etc...

Don't know, the modding scene seem really dead now :s

As long as executable files(True Blue encrypted) dont need to be edited then it"s probably possible.
