Yep. Not all mods work - the ones which have their own data folders - but the ESM/ESP ones I've tried work fine. I'm currently running Fellout (changes the whole look of the world basically by getting rid of the green-tinted sky shades), Alternate Start (Roleplayers) and the Additional perks mod, all at the expense of Mothership Zeta, which I never cared for anyway.
I had a go at modding the Oblivion GOTY .ini file (which looks very similar to the PC version) and activated things like shadows on faces and high-quality water, which were set to 'off' on the PS3.
I now know that they were set to off for a reason - they make things look worse. :D
