I have the ps3usercheat dongle and it has a cheat for INFAMOUS 2 it does
XP 999999
INF energy
INF HP

I'm surprised no one said it yet.

Buy your upgrades in a blank UGC level. It's quick, simple, and does not subtract from your XP. SuckerPunch went through the trouble of making sure you couldn't earn XP from your own levels, so it bit them in the butt and you can't lose XP in them either.
