Creating a cheat is no walk in the park. You have to be familiar with turning machine code (the ones and zeros of the eboot.bin) into assembly language. Then you have to trace the assembly language (not easy either) to find the appropriate place to make a change that will affect your cheat. I suppose you could write a program that does not edit the eboot, but instead does a poke somewhere in memory, but this would be equally if not more difficult.

Also, there is already a crack of the PS3UserCheat dongle available as a pkg. I'm pretty sure it has cheats for God of War 3. What cheats are you looking for in particular?
