can PlayStation 3 able to identify External 3TB usb3 Hard Drive western digital or seagate go flex?
Are you sure?
so if I buy 3 TB external hard drive does not detect?
Even if I partition and fat32?
and if you make 3 partitions from each 1TB, will it work?
No. PS3 can only see fat32, fat32 can't be larger than 2tb.
I'd have a 2tb fat32 partition, and the rest ntfs for storing large files >4gb, but ps3 will only see fat32 partition.
can some one help me?
Finally I got confused which makes detection or No

Is it true?
Take the answer in this thread, or go elsewhere. What the above people have said is true. PS3 only accepts FAT32 partitions, and max size of a FAT32 partition is 2TB.
Why are some website that explains detection?
With this program you can format
guiformat
Sorry my English is not good
It will detect 2TB of the 3TB. That's all it's saying. You can create another partition w/ the extra 1TB, but the PS3 will not be able to see it.
