Did you try making a system recovery boot with the 'old' firmware drive in the console, and the corresponding old firmware PUP on a USB drive ?
Possibly OFW 3.60 puts a stop even to that method, but originally it was supposed to allow any console to recover the firmware it came with originally, in case of failed upgrades etc. So if you haven't tried it yet, it is at least worth trying.
I don't think it will ever become practical to 'switch' back and forth between different firmwares, but it would be valuable just to be able to get back once to an older firmware, so you regain the ability to use homebrews.
Otherwise the only hope is that someone will be able to crack the 3.60 keys, and so make custom firmwares of that version possible.
