Tool to make a game data .pkg

I have seen only tools for psn game executable kind of pkg, is there any tool that could produce "game data" type .pkg ?

i use cygwin to package things, i edit pram.sfo to GD type not the HD (PSN style) you will also need to edit the conf file from Game_Exec to Game_Data. hope this helps.
