I wanted to change from rog 4.21 FW to Rebug 4.21 so i used the rebug 999 downgrade pkg.

I followed the instructions, ran Toggle QA before installing 999 but now i cant install any FW, it says i need 9.99 or higher

I ran Toggle QA before and after the 999 downgrade, not sure what i can do now

    Thanks for any help

Try from recovery mode or try Rebug 3.55.3. I know I can install 3.55.3 after downgrading from the XMB. From there you can follow the instructions to update to the latest

I had this problem too...Install toolbox. The QnA was not workin right until I set it within toolbox. Can not remember if I enabled er disabled it.
I know the answer is within TOOLBOX.
4.30 Rogero CFW >use 999 Downgrader from XMB>Install Toolbox after downgrade and enable the Toggle QA>> Install the 3.55.3 REX in recovery > install the 4.21.1 REX from XMB

Activate QnA to get the debug Menu.
    There activate Debug Updates.
Then Install Rebug 355 or OFW 355 (OFW did it for me) to dehash your PS3
    This should help.

If not you can try to reset the PS3 from Recovery and then repeat the above.
I had to do this because i wasnt able to get QnA to work.

You shouldn't be toggling Qa Flag on and off. Toggle it on, while on 3.55, then leave it on. This should have been done before updating to any 4.21+CFW.

If you are on 999, go to network settings and press, L1,L2,L3,R1,R2, and down on d-pad all at the same time. If you don't get the extra options below networks settings, edy viewer, debug options, and install packages, Then toggle Qa flag and check again. There is no need to change any settings in the Debug options. Now that Qa flag is enabled, you should be able to install Rebug 3.55.3 from the xmb, or recovery menu, or with condor updater (condor only works with nor models).
Now you can update to Rebug 4.21.1 with one of the same ways.
