Ok, This ps3 is a slim 250 gig from USA. This had 3.15 on it when my customer came to me for installing the jailbreak. I did not format the ps3, i just installed 3.55ofw first from the xmb itself (like i used to do for all the consoles). Its stuck in the update loop and its been 8 hours since i have been booted into the xmb

I tried doing a full format from pc and re-inserted hdd - still the same problem ...

I am worried and i really need to bring back to the original settings.
    1. Tried 3.15 official firmware - same error code 8002f1f9
    2. Tried 3.42 official firmware - same error code 8002f1f9

PS : The system has a power button problem. The red light on the power wont stand still- it will immediately turn to green colour and ps3 will start off !! *** This will disable me going to the recovery\safe mode***because the power is always on tried everything-will never go to safe mode.

    Any solutions ?

first take the cover off and sort the power button out then try replacing with a new hdd if it wont update then, try and put it into service mode with the dongle then use the modified pup to upgrade which will bypass blu ray check.

what percentage is it failing on?

it checks for faults when updating and if it finds one it wont upgrade just stays in loop if you have tried another hdd then i would try using a modified pup to upgrade

Have you disabled the bluetooth setting that switches on the console from other devices?
I turned mine ON one day and the console kept turning on by itself because I have other BT devices around so I switched it off again

you need to load your modified pup onto your dongle and perform a downgrade to get out of the loop as rrelite says
This should save the day for you

    Taken from PS3devwiki :
Update error 0x8002F1F9 Error with installing Firmware update. Check the connection of the Wifi/BT board, reboot system and reinstall firmware.

Don't use the modified downgrader 3.41 PUP or a PUP with BD update skipped.
First do what fantazar mentioned. Best way to do this is to enter recovery mode (simply unplug the PS3, hold the power button and plug the PS3 back in with the power button pressed, you should be able to enter recovery mode). Use option 2 "Restore Default Settings".
If this doesn't work, you'll have to disassemble and check the wifi/BT board and possibly replace it.

Just some friendly advice from one console repair technician to another...

When you receive a console from a customer, you should inspect it thoroughly, and test every feature before messing with firmwares. For all you know, he knew his wifi/bt board was bad, and gave it to you to brick so you'd be forced to fix it for free because YOU caused the console to be stuck in a recovery loop, and "it was working fine when he gave it to you".

Just an FYI, and this kinda goes without saying - some customers lie, be prepared.

Worst one that's happened to me; customer brought in a console with the red light of death. I fixed it. 2 days later the same customer comes back with "the same console" having the same issue. As I disassembled it, I realized that it was a completely different console, and also had a soda spilled in it a long time ago. Because I never wrote the original console's serial number on the reciept, and didn't have warranty stickers of my own at the time (I do now), I can't prove that it's a different console, and the soda was bone dry (carmelized) so I couldn't say it was a fresh spill. So the customer is saying its the same console and the soda was spilled in it years ago, and when I opened it I must have not noticed it (which is bullsh*t cause I check every console for signs of blown caps or mosfets, so I would have noticed it). Basically, I'm stuck fixing it for free because I can't prove it, and because I take pride in my store for customer satisfaction and a negative review would be horrible for me.

The moral of this story is to always CYA (cover your a**). Inspect every console for everything, because even if something unrelated fails during your warranty, the customer will probably blame it on you. And if you were the customer and not tech savvy, you would feel the same way, I know I would.
