I can't figure out the issue with my PS3, so I'm considering swapping the motherboard, assuming it's that simple.
Also, any opinion on used motherboards on eBay? I'm assuming they're boards that have been repaired, so I'm weary of their reliability.

It's out of warranty, and they want $99 to repair.
It turns on, beeps once; solid green light. It does not boot into XMB. Attempting video reset/safe mode has no effect; they do nothing, not even the beeps. It doesn't flash the HDD light at all when turning on. My TV recognizes the PS3 when the PS3 is turned on, but not when the PS3 is off (standby). Before this issue, my TV recognized the PS3 and displayed it in the input list any time it was connected, regardless of the PS3's state. The TV and PS3 can power each other on via HDMI. Discs can be inserted and removed without issue, the blue LED flashes appropriately.

Try another TV and/or hard drive before you go to worst-case-scenario land.
But yeah, AFAIK any Slim mobo should work, if memory serves the only real difference between the Slim series is the blue LED next to the eject button, the backlit power and eject buttons, the WiFi activity LED next to the HDD activity LED, and the hard drive size.
Try to get one for your exact model though, just in case.
A LOT of people have been ripped off by consoles that people just reflowed and put on eBay, and they don't necessarily get bad feedback because buyers play it off as bad luck.... If the motherboard isn't in the PS3, it's for a reason, not because someone decided to sell just the motherboard from their PS3, more likely because they had to take it apart to reflow.
For what it's worth, the PS4 is less than a year away, so either wait until PS3 prices sink (further than they have so far lol) or just wait for the PS4.

I've ordered a same-model motherboard from eBay. The seller has been selling boards for over a year with positive reviews on all of them. I'd assume if his boards were carelessly repaired, he'd have at least one neutral/negative out of all that he's sold. After I swap boards, and sell mine to a repair shop, I'll have spent around $50 total for the repair. Half the price Sony wants, and much more satisfaction having resolved the issue myself.
I've tried an alternative display (PC monitor) with a known-working HDMI cable. It's not a video issue, as the system doesn't even boot into XMB. I've tried without an HDD, as well as with a known-working HDD from my laptop.
I have a queue of 4 games I'd like to get through before the PS4 drops, as I don't expect any backward compatibility (I don't consider streaming on par with BC).
