So i am new to owning the slim model ps3, i got the 120 gig. i notice that the vent in the back feel like they do not push any air and also the bottom of the console getting very warm after 30 min. i was curious about the fan so i opened the top off the ps3 and did notice the fan spinning, while at it I also dusted the inside of the console. I tried the fan test and it did get the fan at full speed and i felt air being pushed out the back however in normal gameplay it always stays at the lowest level. Is this normal?
it's normal.... the first gen slims (what you have) do have a tendency to run hot. most people find that standing it vertical versus horizontal helps out... esp when you start experiencing video discrepancies from the heat build-up

Yes, but perhaps actully it's a middle speed, not the lowest. I have a 25xx model (the latest 320gb), and the fan eventually goes up 1 step - from the lowest to a middle. On the middle it's quite quiet and I barely can feel air when I put my hand to the back opening, the opening is console-wide, so the speed of the output air stream is weak, you easily could assume the air was not blowing out at all even though it was normal.
