ps3 safe mode ?

I follow the instruction from
PlayStation Knowledge Center | Support - PlayStation.com
but still no safe mode. Did I something wrong ?

PS3 FAT 60gb with 3.41 firmware.

fix it.. no idea why, I unplug hdmi and use composite .. and it works
