I am trying to use my LCD Monitor to play my PS3 using DVI TO HDMI Adapter and the Monitor is a Acer AL2016W and i found out it's Non-hdcp so it won't pick up signal. How can I make this work I don't want to buy a new montior.

You need to buy a VGA Box or a cable that can decode/recode the signal.

Before spending money on converter boxes it might be worth checking out if rebug could help. IIRC it had some debug option to switch hdcp on and off, though I really have no idea if it was ever shown to be working.
Could be worth a 5 minute form search though.
hdmi to dvi wont work you will need to buy a converter box that will do vga to composite, component, s video. i had to get one to use on my monitor. i bought one called the gamebox HD
if converter box is still too expensive for you you could build one cheap

i build this one for my ps2 and used it for a while with my ps3 until i could by a new LED monitor but it works of most games
