Most people DONT have the SDK set up properly so heres how you
extract packages without it being setup right..
Open cmd drag and drap make_package_npdrm.exe into cmd then before you
hit enter type -x NAME OF YOUR PACKAGE.PKG then it will get extracted to
C:\Users\Documents or something like that

Well since you took the time to download the SDK
have you bothered to actually look through it?
There are guides throughout the docs on how to set
it up.. Download msys should get installed to C:\Users\msys
then in the directory you will see home\NAME\
inside that last directory thats where you put the package contents
ex: param USRDIR EBOOT.BIN etc then make package.conf set to make
it gameExec name your package name and ID etc then once your done with
all that open msys.exe (its a cmd prompt) once open type cmd -> enter
then just drag make_package_npdrm.exe into the prompt and hit enter
then it will automatically make the package... I suggest looking at the
docs from the SDK i wrote this in like 2 minutes lol
