You want to use the IP assigned to your PS3. I'm using a static ip for the PS3 and PC. If you have a router make sure you can atleast reach a nat 2 on the PS3 internet test. Make sure your ports are forward. One you bring up the loader make sure set the network settings and save them. You this site as a reference.

Are you trying to use wireless from the PS3? This currently isn't working and is the most likely reason it's hanging on 1.
You have to use a wired connection at the moment.
Edit: Also what version of OpenPS2Loader are you using? Are you using the released Public 0.6 version or are you compiling the development builds yourself.
0.6 does not work on a PS3, so if you don't know how to compile the development releases you'll need to wait for the next public one.
