No you need a working Blu ray drive even if you want to play discless!
Depends on how the BD-Drive is broken. Bad laser - yes you can jailbreak and whatnot. Bad logic board - nothing will work. The PS3's security check on the BD-Drive is to make sure it has the same key as what's stored in memory (kinda like how the x360 does it) and if it doesn't match, it shuts down any operation of code on the machine.
If the bluray it's copletely broken, i cannot do anything?

I'm pretty sure that if it doesn't detect the presence of a BD-Drive then nothing will run. So, once again, if the logic board is bad (which would cause the PS3 not to be able to detect the presence of the BD-Drive) it won't run anything. It will just black screen when you try. If you want to buy one to let us all know, you're more then welcome to . Also, you might just want to search Google some, cause I'm sure this has been discussed before.

Well I have a Jailbroken PS3 with a dead blu ray drive...I dont really know whats wrong with it, but it wont take any discs. I bought it cheap with the bad drive so I could jailbreak it...it came on FW 3.30 and I couldnt update to 3.41 as the dead drive kept causing it to fail. So I opened the console, checked if drive was properly connected and it was, so I took out the drive and opened one side, I had no clue what I was doing btw... anyways I saw a slider and pushed it down and closed it back up, put the drive back in and started my PS3...and voila the update completed and PS3 became Jailbroken

I bought a PS3 from a pawn shop a few weeks ago…stupid me didn't ask them to put a disk in the machine to make sure it was working properly, i just checked the firmware…but anyway, I got it home, tried to put a disk in…no luck, it wouldn't take it…then I tried to update to 3.41 (it had 2.70 i think) and of course, error at 76%…I took it apart, and you wouldn't believe what I saw in there…someone had RIPPED the drive apart…i mean, metal shards hanging off, etc…it was RIPPED out, a piece of plastic was just laying on the surface of the system and no wonder it didn't work! Don't these pawn shops TEST things before buying them??? But anyway, I took that piece of crap back and go a refund…went to another pawn shop and got one in much better condition, tested it and it had 3.40 and I updated to 3.41 for the jailbreak, I did pretty good to get a 80GB PS3, Brand new (in the box) controller, free game and warranty for $200…..the machine has VERY little scratches on it (probably just from moving it around some)…but anyway, yea, a broken blu-ray drive can be a problem, and I wouldn't even buy it unless it comes with a warranty of some sort
