I was reading a thread somewhere and they said that a cfw like rogero that could be installed from ofw was pretty much impossible.
Is this true?
If so then why is this?
If they have the keys for the older ps3's bootldr and have a cfw that can be installed from 3.55 then they really just need to find out the keys to resign the update to be installed from 3.56+.
Please correct me if I am wrong.

Not quite right, the private keys to sign the ps3 update PUP's are almost impossible to find(so far), it was a Sony mistake that let us get the 3.55 keys which won't work on later firmwares. But a recent workaround was found for 3.56 and some 3.60 firmwares but a hardware flasher is needed, there's a post on the front page explaining it.

PS3 SuperSlim 120gb Firmware: 4.31 OFW / PS3 Slim 1Tb Firmware: Rebug 4.30.2
