You can't watch out-of-region BR movies with stock KMEAW, sorry. You need to change your BR region; http://psx-scene.com/forums/f6/howto...y-drive-85373/ (HOWTO: Change the Region of Your PS3 Blu-ray Drive!)
Secondly; you can't download movies. That's illegal and we don't discuss that here =)
The answer to this question is more complex than you might think:
PS3 games are completely region free. I have both US and Euro backups that run fine.
As for PS1 and PS2 games, I'm not sure. My PS3 is not PS2 compatible, and I don't have any out-of-region PS1 original discs that would be readable anyway, since the BD drive is unable to boot PS1 games that use subchannel protection.
Blueray movies are a different story as it depends on how each movie was released.
And the PS3 normally obeys the regional restrictions of such discs without question.
There are three different regions, so there are 7 possible release restrictions.
region A only (mainly USA)
region B only (mainly Europe + Africa + Australia)
region C only (mainly Main parts of Asia)
regions A+B
regions A+C
regions B+C
regions A+B+C (free for all regions == unrestricted)
Unlike the practice for DVD movies it is quite common for BD movies to be released unrestricted, but I have myself by accident bought a disc released only for region A, which my European PS3 consequently refused to play, complaining of its region.
I believe some homebrew work has been done to allow unrestricted playback regardless of the disc release restrictions, but with a standard setup using CFW 3.55 kmeaw (like I use) there is no such support. Hopefully some future homebrew package can add that ability.

They are region free in that they are not region locked, but you can only be sure to be free of problems if you using an HDTV. On SDTV you still face the tradional video signal issues. This probably won't apply to the OP or the majority of PS3 users these days, but I wanted to add it for the sake of completeness since your reply covers all other formats.
PS1 and PS2 games are indeed region locked.
What you say is essentially true, though that is very much a matter of what brand of TV you use, and what your local video system is. For a large number of years now the majority of SDTV sets sold in PAL regions also have NTSC compatibility. But the same is not true of similar sets sold in NTSC regions, as they almost never have PAL compatibility.
I've had several PAL SDTV sets myself that work just fine for NTSC games, and still use one of them for the PS2 consoles in my workroom/lab. The consoles are connected to the TV set by SCART-RGB connectors (not the original SCART-CVBS junk from Sony), and while this usage is properly defined only for PAL signals, it works just as well for 60Hz NTSC. (When using RGB connectors the NTSC color modulation is not involved.)
Quite right, IMO. Additional clarification never hurts. This probably won't apply to the OP or the majority of PS3 users these days, but I wanted to add it for the sake of completeness since your reply covers all other formats.
Thanks for that confirmation.PS1 and PS2 games are indeed region locked.
I suspected as much, though I couldn't test it myself.
Region locking for the PS1 and PS2 systems always was a big thing with Sony, so it's not surprising that they stick to it even for their emulation on the PS3 platform.
