can my 4.11 firmware be downgraded?

Hi Guys.

I have a ps3 with the 4.11 firmware and i am wondering can this be downgraded so i can install homebrew on it?

You can downgrade it using E3 Flasher or Progskeet.

Does both methods require extra hardware?

Yeah, there's no way to downgrade without hardware on anything higher than 3.56.

what about 3.56, is it downgradable w/o E3/PS

Well, no, not quite. If you're on JFW DH 3.56 CFW, supposedly a 3.56 software downgrader is coming soon, but who knows if/when that will happen.
