I'm not crazy! Let's get that right off the bat first; I am not crazy. I don't see things that other people don't, I don't hear voices that other people don't, I'm not crazy.
Ok so with that cleared up; when I powered up my PS3 earlier and launched Backup Manager with my external USB HDD connected, it SHOWED the icon data for the "installed" games, just like you see on the PS3/PSP XMB. No pure black background with just the game names displayed in white font, it showed everything properly! It only did it this one time and hasn't done it since or prior. So um... WTF? Why did it do that and please, how do I get it to do it again?
Fixed thanks to Moe30
I've been testing whether the games boot when using a BluRay game demo disk (they do) and it turns out THAT was the cause. Removing the disk, or putting in one of my originals, restores the game icon information displayed in Backup Manager.
So thanks to Xeauron and Jammol, and especially thanks to Moe30!
