most games loose frames (tested on: Burnout Revenge, Time Splitters Future Perfect <- sound issues on fmvs and frameloosing, Guitar Hero, Bully and more). its easy to spot in Guitar Hero I or II. while advancing in menu, the screen seems to cut at half (like on a pc in few games, when vsync is of). ive tested it using USBA, ESR, HDL and SM3.3. all ways of running games gave me same results - loosing frames. when i deleted FMCB from MC, everything was back to normal, games were running perfectly. im using FMCB 1.7.
i found a way to make TimeSplitters run better (good sound in fmvs). im running some other game (like Burnout 3), when B3 starts to load i reset console and run TS.
when i run B3 and instead of resteting turn off the console, and then run TS, there are still fmvs problems :/
i have V13 PAL
i made many tests, so there is no way i can be wrong about that issue...
FMCB somehow forcing NTSC games to work as a PAL games. they are not black and white, screen is centered, but the framerate is skipping. will there be a possibility to turn it off?

And what has this to do with the configurator?
Do the games work fine when you launch them with another boot method not involving fmcb? Are you using ESR for the games?
You should give more info, as well as create a thread for this issue/ask bootlegninja to move your post and mine to a new thread.

i though that You can somehow make an option to turn it off...
im just looking for a way around it, but no luck so far :/

I didnt fund a solution 
I was trying to:
- run HDL in forced NTSC mode.
- patching games with PAL2NTSC
- running games through SwapMagic with NTSC option selected
...
I dont know what to do 
my PS2 is PAL. NTSC games are in PAL. framerate is skipping.
FMCB forcing somehow PAL system to all things.
PLEASE HELP ME WITH THIS ;(

i recently bought off third-hand mgs3 ntsc. if you live in europe, ntsc games are usually cheaper (because nobody really needs them). fortunately hdloader does not care.
i also noticed lacking framerate in certain intensive cutscenes. likethis one :

You are the only one I ever heard of reporting that FMCB acts as a region-changer, something that this program was NEVER designed to be capable of. And that is not the sort of thing that just 'happens by mistake' for one specific console. There must be something else specific to your console which causes this.
Did you at any time have a mod-chip in your console ?
I play lots of NTSC games on my own two consoles which are a fat v7 and a slim v15, so if your problem affected those consoles I would definitely have noticed it.

This can not be the same thing as DariuszG described, since he reported a full PAL conversion, including resolution and everything (if I understood him right), almost as if he had a modchip in his console. And in his case it was apparently constant, not just at 'certain spots'. So for your case my guess is that the 'missing fps' is simply caused by CDVD retries causing the FMV stream to lag momentarily.

In my case its not constant. its same as yoshi314 said. It happens when a lot of things going on the screen (but this not occur when MC with FMCB is removed and I boot with SM3.3).
I have PAL PS2 V13 with IDE soldered, but the same issue was present when I didt have IDE soldered, and console was without ANY modification (just FMCB) and while running through SM3.3 or USBA results were the same:
- loosing framerate in NTSC while FMCB was present but good colors
- no problems in NTSC games while FMCB was removed but colors were black and white
NTSC picture is centered and colors are good, but framerate is unstable.
Even when I change FMCB OSDSYS to be displayed in NTSC (in configurator) same thing appears.
EDIT:
I found a friend with the same type of console (V13).
In his case, in NTSC games picture is black and white but I didnt have time to check if games are loosing frames.
Ive just put his MC with his FMCB into my console, and on my console NTSC games were in color and loose frames :/ Maybe when I had PS2 in service, they did something to it... I dont know.
Its very weird :/

- i was using hd loader
- that was no fmv. 90% of cutscenes in mgs3 are real-time rendered.
from what i read on wikipedia:
CPU: 64-bit[3][4] "Emotion Engine" clocked at 294 MHz (299 MHz on newer versions), 10.5 million transistors
do you think that those few mhz's make a difference?
