Use the java patcher. It won't require administrator rights. The administrator rights are probably needed due to some dirty method of trapping keypresses. Quite unnecessary to begin with, but I don't feel like changing anything right now. Most of the time it's not an issue. You might also try to remove the "patcher" from the filename. Windows Vista/7 is known for forcing administrator requirements on files containing some words in filename (like "install" or "setup"... it might be the same with "patch" ;) ).
