You're probably trying to run backups of a different region than yours (NTSC vs. PAL), so and your TV set probably can't use this format of colour modulation. There are a few of solutions :
-best : buy a YUV/RVB cable which will solve your problem (and furthermore give you a better quality of image)
-some TV sets have a setting that will allow them to use other composite signals than the standard in their region
-there are patches that can be applied to your games.
What Gnom said is good advice, but there is also a program called GSM which can force a game to run in another video mode than it was designed for, so as to use a PAL TV with an NTSC game or vice versa, or even to play games on a VGA monitor (also requires cable adaptors).
You can find GSM (== Graphic Synthesizer Modeselector) inside the main Homebrew/Dev forum, just outside this ESR forum.
GSM has its own thread there, with downloads in the first post.
With a normal FMCB setup GSM is best used as follows:
1: Boot FMCB and start uLaunchELF (aka: uLE)
2: Use uLE to launch GSM
3: In GSM select and activate the video mode to be enforced
4: Exit from GSM by having it relaunch uLE
5: Use uLE to start the game
Step 5 can mean many different things depending on how you run your game backups. I mostly use LAN myself, so I can have the game backups stored on my PC and not have to bother with physical discs. So for me 'step 5' would mean launching "Open PS2 Loader" and choosing which of the games on my fileshare to play.
But if you use the original game disc or an ESR-patched backup disc, then you simply insert that disc into the console while uLE is running, wait until the disc status display of uLE has stabilized to show either "PS2 DVD" or "ESR DVD (off)", and then use uLE's built-in command "MISC/PS2Disc" to boot the game. That command can either be reached through the uLE FileBrowser, or configured to one of the uLE menu buttons for easier access.
