SNES Programming

Hey ive been interested in programming for the snes but all the docs ive read tell me how to make the program then using a linker, turn it into a rom file. Is there a way for me to make a homemade cartridge so i can run my programs on real snes hardware? Is there some kind of link cable for the snes without using the actual dev kit? Does anyone have any good sites on snes programming?
