If you have access to a WYSIWYG (What You See is What You Get) editor then it'll probably only take a matter of minutes to design an acceptable webpage. Basically, these editors have a user friendly interface similar to MS Word or Publisher, so it makes building pages quick and easy. If, however, you need advanced features like SSL or some kind of dynamic content management system, then it's going to take a little more know-how (and more money if you're paying someone to do it).
It is possible to hire people; there should be quite a few able individuals here (including myself). I suggest you give it a try first though, it costs nothing to take a shot at it. I'd help you out, but I have my hands full with my own site and it's hard enough work to keep it updated. The best I can give you is advice.
