I hear from some people say its leagal and come say not. which is it in the good ole USA

Its only illegal to rent and burn games then distibute them for free or money. You are only allowed to backup your already owned games and movies.

I'm pretty sure mod-chips are illegal (as of recent)

Oh ya they are illegal to have. But just remember that the ONLY reason you have one is because you little cousin always comes over and scratches your games so you use the modchip to make backups of your originals. That little tird can scratch those as much as he wants.LOL
