For those of us not from the UK, what is the Gcse? Is it like the O levels or A levels?

Yes but its a set of exams which you take before you leave secondary school.

We have something similar to that here in California. You can voluntarily take it in your first year of high school and you can pass it with middle school education. Surprisingly, people still manage to fail it well into their last year in HS.
