No I don't have pre-setup themes, just the ones that i posted in my screen shots and the current one of course. If you see a theme on another site, I could use that as a reference to create a new one or use parts of various themes to make one that is unique. I can re-create pretty much anything using Photoshop.
I don't really need to have access to a site to test the new theme or get screen shots. However, it would be nice to have access to a vbulletin test environment that allows me to link the XML file directly to the images, so I could also play around with image width/heights, etc until I get a desired result. Currently I use a HTML file with internal CSS as my template.

one thought to test is if you have an old cpu. you might be able to install mysql on it along with a evaluation copy of vbulletin

Yea I was thinking the same, didn't know there was an evaluation of vBulletin though. I'll look into it as soon as I get some free time, as long as it doesn't require too much messing around to get it to work properly.
