are you talking about the red, white and yellow things?

I've heard them called RCA cables or simply Audio/Video cables.

if it's not the red, white and yellow kind then maybe your talking about S-Video cables, or component video cables.

If it looks like S-video and is a "TV-Out" port, then chances are it's S-video. There are some problems with graphics cards' S-video output, though...sometimes they use a Seven pin S-video cable, and it doesn't always work correctly with certain other video stuff.
Anyway, no matter about that. If you're stuck because your TV doesn't have S-video, you should be able to find an s-video to composite adapter on the net somewhere (or make your own from Radio Shack) Sometimes the card will include one.

most video cards have s-video. Its hard to convert Svideo to composite because s-vio carried white and color light in different signals, lumanance and chroma. Since Composite video carries it in one signal, called ntsc-video , the svideo signals must be put back togeter, whsih isnt easy and will result in lower quality picture.

TV Output on PCs is really only a gimmick type of thing right now. It's only really good if you want to watch a DVD rip or maybe play a video game or something. Even then, it's not really worth it. The only thing I've been satisfied with watching on a TV is old anime downloads, that seemed to be encoded just right so that the video artifacting and stuff looked a little better on a TV (because of the lower resolution)
