Can the MFW Builder work on the PSP 3000?
If so wht firmware does it have to be on to work and how do you install it?

The MFW Builder only works for ps3, but that would be nice to have a version for other consoles.

Simple answer NO. MFW was designed for the PS3, using the tools that were released. And there are tutorials for customizing firmware for the PSP. You just have to look for them.
