It fails on decryption, that's why it stuck (loop) on BSOD and yes, this is because of the regionaly different encrypted KELFs, thus MG.

One of the funniest things I have ever read, is the MG disiclaimer on the sticker on the back of the console, and how they phrased it: "does not necessarily imply compatability". That's one way of putting it, I suppose. Like someone pointing a gun at you "does not necessarily imply" that they are happy to see you.
I guess I shouldn't complain too hard, though, since they did leave the dvd provision that fmcboot exploits, to let us in.
It uses the encrypted ROM-KELF (of the DVD-Player), to create a custom MC-KELF with FMCBs embedded loader and it uses the OSDSYS-MC-Upgradefeature, to load&execute.
The DVDPlayer-MC-Upgradefeature isn't involved at all.
