Simply (with an explaination why),... NO, not possible.

The whole purpose of swapping is, that the MechaCon (central part in the PS2 for security-related stuff, disc-recognition, system-time, system-region, magicgate en-/decryption and so on) veryfies the disc as an original.
Would there be an issue with the "Table of Conents" on the import game? I know Swap Magic has a high TOC to allow any game or backup. Would that TOC load onto the system even if MS is just an ISO on the hard drive, instead of actually being inside the disc drive before it is swapped?
No, if you read the TOC through an ISO, it is not recognized by the MechaCon but merely only in the EmotionEngine's (Main-CPU) RAM.
That doesn't change anything.
Edit: By the way, i have the fat PS2, so I'll be using the internal HDD connected to the network adapter.
I think you would have heard of it already, if this were possible the way you thought.
