    Are both these files needed for the PS2 to read files off the USB flash drive?

    That's right, USBD.IRX is the driver for the USB I/O and USBHDFSD.IRX is the driver for the mass device access. It is recommanded to keep them even if you don't use a USB drive because if you have a problem with your FMCB setup it will allow you to launch some rescue program off the USB.
