Bought a memory card off eBay that had it installed and when i go into the memory card i can see the mcfreeboot on there and config file and boot file and shit but when i turn on the ps2 it doesn't load up the custom menu and my ps2 is SCPH-70001 and it's suppose to work on all of them?

where did you buy the card? if it was a different country or the card was for a different countries console then it wont work.
If the original did not do a multinstall then it wont boot either unless you have the same model i.e it was also installed on a 70001.

^That is partially try if you used the PS3 adapter method with full will work any were and if you use the unofficial FMCB 1.8c with full install it will work any were
Ok try to hold start on strartup of PS2 see if you get the FMCB configurator if you do you will have to re configure it to display on memu you could also put uLE on
root of USB named RESCUE.ELF and startup of PS2 and use it to run configurator
