I got a modded ps2 slim at HongKong. And I have an old 39001 without any modchip. They are in different region. How can I install the FMCB?
I think it might be working if some one sent me his BAEXEC-SYSTEM folder.

That is why the data in that folder must be generated for the destination memory card in the console while the installer is running, and why this must be done on a console of the same region that the FMCB installation is intended for.
Copying that folder to any other memory card will render the copy useless, as that other memory card will have a different ID code, making the 'signed' boot attempt fail.
But since the unmodded console is a fat v7 SCPH-39001 you should be able to prepare a memory card for it containing the old Independence Exploit in its BADATA-SYSTEM folder. This will let you use a PS1 game disc (of US region) to trigger the boot of a homebrew BOOT.ELF, on the v7 console. And that in turn should let you launch the FMCB installer from USB, so you can install FMCB directly on the unmodded v7, so that future homebrew boots will not depend on the PS1 trigger.

Manually create the necessary files and transfer that from pen drive to MC using uLE, boot the unmodded PS2 with that to have a initial run with uLE on the unmodded PS2.
Then the last FMCB version to install.
This is how i used my chiped SCPH-90006 to create/transfer the necessary files for my SCPH-10000 and run the installer from there.
