We need a pre-encrypted file, to create/build the "KELF" (MagicGate encrypted file which we can use for OSD-, or DVD-Upgrade --> Generic part, how FMCB works.).

So if you use a DVDELF from Slims when you do an install on a FAT PS2, the external small DVDELF is used (instead of the big one from FAT-PS2s ROM) for embed-process of the installer (emedding/"injection" ^^ of an ELF, in FMCB-Installers case normally the FMCB-Loader, if no EMBED.ELF is used.).
This explains why loading-time and filesize is kept small (at least on FATs).
