If a Jap disc boots fine on your PAL system, then I would beleive that there's a mod chip in your system. Can you direct boot backups? Or do you have to swap them in?

Ok, dunno if it will work, but you can try this:
If you can run homebrew on the NTSC-J system its great, if not, then create a disc with ulaunchelf and with your action replay do swap then
- you need to have 2 MC to do a lot less of work, you could do it with only one but you would need to do a lot of reinstalls and reboots,so.... do a normal install onto your NTSC-J system on 1 of the MC, then, with all set, you launch to ule.
-Once in ule, change the MC and run the installer again from a USB, but this time you put the DVDElf.bin for the PAL system and the BOOT.ELF from ule together with the installer, select multi install and then if everything is going fine you should have the files installed now, but it wont work yet, so dont turn of the ps2 nor do a reboot
- Still in the installer, push the O button and it should boot to ule, there go to the file browser, and to the MC, there you should have a folder called B?EXEC-SYSTEM most probably its BIEXEC-SYSTEM. There, try to rename it to BEEXEC-SYSTEM, if you cant then create the folder and copy the files:
McBoot.icn
icon.sys
and since you, by this point should have a lot of elf files in that folder (but they are linked and you cant copy all of them at once), you have to do a lot of trial and error, so start copying osdmain.elf and then try it on the pal system if it works GREAT, if not, then go back to the ntsc-j and delete this file and try another, and repeat this until it works, if you run out of files and it doesnt work, then i guess my theory didnt work and you did a lot of work in vain, so im sorry, but if it works then i want you lunch money![]()

If I were you, I'd spend jsut a small bit of money and locate a PAL AR Max Evo locally and use that to try to install.
@Donaldjks: Does AR-Max shows up in your PS2-Browser, or does it give you a red-screen?
If it shows up as PS2-Game, try the PS2-Browser swap-trick with a modified AR Image, that matches your Region (also rename the "SLUS/SLES/..." to the same name, your ARv2 SLUS/SLES/... has.).
I think it will not work, but may be a worth try.
If you not even could get a way (like working cheat-device), to copy a save-state to your MC, it's hard, to get it running in any way.
Nope it wont work that way. Only way a PAL dvdelf is going to be used for decryption is by using it on a PAL system. The NTSC-J variant itself has many versions of DVDELF like from Japan,Asia,China etc. Each console can install only the dvdelf from its own region.
This is also the region why the multiversion install doesnt work on different region consoles , but works on different versions on same consoles....
I'm not quite sure but isn't there a way to make a game disc with ESR built in? (where ESR runs when you boot the disc and then the game runs) With that instead of making a game disc you could make a disc with ulaunchelf on it and then install FreeMC Boot on your memory card.
