I'm thinking of buying a pre-modded PS2 - after I broke my (unmodded) ps2 earlier this evening. I'm curious if I get a 9000x with an incompatible bios but with a modchip, will I be able to use FMB? Does it depend on the chip? Please let me know.

No, you will never be able to use FMCB as long as the OSDSYS program of the PS2 does not check for updates (FMCB-incompatible BIOS).
And no, a modchip will not fix that.
However, if your modchip supports DEV1 booting, you may use that to boot programs from your memory card.

Well, FMCB doesn't auto-boot on PS2s with a new BIOS, but you still can start the loader through uLE's OSDSYS-Function under 'MISC'.
If you have a chip which supports DEV.1, you could put uLE with a config there and let it start FMCB for you...
